§ 3. Effective date of ordinances; limitation on passage of emergency ordinances.

  • (a)

    No ordinance passed by the council shall take effect until at least ten (10) days from the date of its passage; except that the council may, by the affirmative vote of the majority of its members, pass emergency measures to take effect at the time indicated therein.

    (b)

    An ordinance may be enacted as an emergency measure in all cases except that no ordinance providing for the selling or conveying of any real estate or making a grant, renewal, extension of a franchise or other special privileges, or regulating the rate to be charged for its services by any public utility shall ever be so passed.
