§ 2. Manner of introduction; enacting clause; passage of ordinance on day of introduction.

  • (a)

    Each proposed ordinance, or resolution, shall be introduced in a written or printed form, and the enacting clause of all ordinances passed by the council shall substantially be "Be it ordained by the Council of the City of Martinsville, Virginia", and all resolutions shall begin with "Be it resolved by the Council of the City of Martinsville, Virginia.

    (b)

    No ordinance shall be passed on the same day it is introduced before the council unless said ordinance shall state that an emergency exists, in which case all councilmen present vote in the affirmative on the question of the emergency.
