§ 2-60. Certification of director of finance as to availability of funds.

Except in an emergency, no order for delivery on a contract or purchase order for supplies, materials, equipment or contractual services for any city department shall be awarded until the director of finance shall first have certified that an unencumbered balance in the appropriations concerned, in excess of all unpaid obligations, is sufficient to defray the cost of such order.
