§ 2. Qualifications and appointment of city attorney.

The head of the department of law shall be the city attorney. He shall be an attorney at law licensed to practice under the laws of the commonwealth and shall have actively practiced his profession therein for at least five (5) years immediately preceding his appointment. He shall be appointed by the council for an indefinite term.
